Try the following fixes:
- Restart the cloud shell
- Try browser with incognito mode
- Try different browser(chrome/firefox/edge)
- Ensure that your account has the appropriate roles: Contributor or higher on the subscription.
- Storage Account Contributor on the Resource Group where Cloud Shell is trying to provision its storage.
Also ensure that it is connecting to the correct subscription
