Is there a way to get the Phone link app to stop asking me to use data when wifi isn't available.

Question

I want to use phone link, but it worries me that I cannot force Phone Link to only use Wi-Fi from the android. If I set mobile data access to off in the android settings they can still be turned on in the PC settings without any prompt or confirmation on the android side. I want to prevent this setting from being enabled on the PC. Also I want the connect over mobile data banner to be hidden.
