    Can you be more specific about what you need? I understand you want to disable the snipping tool. That is straightforward as you can do this a number of different ways, depending on whether you're on a domain or not, whether you want all users on a machine or only some, etc.

    Group policies are the standard approach and work for domains and locally. They can apply to all users as well. You can use a Software Restriction Policy to apply to everyone. There are plenty of articles online on how to do this if you need detailed instructions.

    Bitlocker is another approach, if you have it enabled. I'm not sure how flexible it is though.

    If you don't want it running for anybody on a machine then you can also uninstall the app. Note that admins can undo all this so this only works for standard users.

    The first part of your question though, disable print screen, is unclear. Print screen is a button on the keyboard. There isn't a way to disable that and I'm not sure why you would. It is useful for taking screenshots and whatnot. If you don't want users to be able to print at all then just remove any installed printers.
