MS Power automate Action 'Convert_file' failed: Conversion of this file to JPG is not supported. (Pdf_Pdf_InvalidFileHeader / An exception occurred while executing within the Sandbox) Unable to convert PDF - JPG

I have a Microsoft Power Automate flow, where the goal is to extract a PDF from an automated Email, create a file in a folder (PDF Format) then the flow is meant to convert the PDF to a JPG and save a JPG version of the file in the same place. I have worked through most of the teething issues so far but am perplexed by the following error message:

Action 'Convert_file' failed: Conversion of this file to JPG is not supported. (Pdf_Pdf_InvalidFileHeader / An exception occurred while executing within the Sandbox)

The thing is, in the drop down of the convert file action where you pick type, there are only HTML, PDF, JPG and GLB. The goal of this flow is to have a JPG ready to be read by screencloud and displayed on a screen in our durectors office, and the JPG will show hourly output of our production lines.

The flow starts with When a new email arrives (V3)

Then it uses Create File Action

Then Convert File (this is the PDF to JPG conversion)

It then uses the Create File Action to create a JPG.

Why won't it let me convert to a JPG, is it converting the PDF to a type of file that can't be converted to a JPG? If so how do I change the type of PDF it is saving as?
