Can a PAYG subscription be linked to a different tenant's MCA for billing?

There are two separate tenants involved: 1. non-pci (NPCI) and 2. pci-compliant (PCI). The NPCI tenant has a billing scope with accounts under a Microsoft Customer Agreement (MCA), while the PCI tenant is a new standalone tenant with no MCA or other billing agreements.

The goal is to ascertain if a PAYG subscription from the PCI tenant can be linked & changed to the NPCI MCA for billing and invoicing management, while still keeping the subscription within the PCI tenant.

I'm finding somewhat conflicting information, but can this be done?

    Not all types of subscriptions support billing ownership transfer. You can transfer billing ownership or request billing ownership for the following subscription types.
