Access to agent pools and permissions to create a new release pipeline

Could you please follow the below steps to resolve this issue:

1. Go to Azure DevOps -> Select your Project -> Project Settings -> Agent Pools -> Security -> User Permissions -> Add -> Add the user or group and Assign at least the “User” permission (or “Administrator” if needed).
2. To allow users to create new release pipelines, you need to manage permissions at the project level. Go to Pipelines -> Releases -> Security -> Set Allow as required.
