Unable to Complete Phone Number Verification During Microsoft 365 Developer Program Signup (Error Code 40351)

Question

Hi Team,

I'm trying to complete the signup process for a new Microsoft 365 Developer Program sandbox under Visual Studio Professional with GitHub Enterprise subscription , but I'm unable to pass the phone number verification step.

I constantly receive the following error message:

“We can't continue with the signup process for the following reason: Your phone number did not pass security checks.”

MS-CorrelationId: 00000000-a5b1-4aae-8912-a0721bf1af72

Code: 40351

I've already tried the following without success:

• Different browsers (including Microsoft Edge in private mode)
• Different valid mobile phone numbers
• Multiple attempts across different days
• I am not using a VoIP number
• tried different laptops and smartphone with no VPN

Could you please advise how I can proceed? Is there a way to complete the verification step or manually approve my account?
