Permissions for Power Platform Pay As You Go Plan

Hi

While trying to seup pay as you go plan for Power platforms as mentinoed here https://learn.microsoft.com/en-us/power-platform/admin/pay-as-you-go-set-up?tabs=new#procure-or-create-an-azure-subscription

we are trying to figuer out what all permission(s)/ roles a power platform admin needs to be able to link subscription for billing ?

Giving Contributor access works however we want to provide ONLY the roles that will enable the power platform admin to link the subscription .

Please advise..

Thank you for reaching out to us on the Microsoft Q&A forum.

To link a Power Platform environment to an Azure subscription for Pay-As-You-Go billing, the user must be a Power Platform Admin and have Contributor or Owner access on the Azure subscription or resource group.

This level is required to register the Microsoft.PowerPlatform provider and deploy billing resources. For more restrictive access, a custom role can be created with only the necessary permissions.

You mentioned

Could you clarify what you mean only necessary permission ?

We don't want to provide owner or contributor access to the subscription as it is a shared permission. So looking for the list of roles that can be provided to the Power Platform Admin on the subscription so that they can select that subscription while setting up pay as you go.

Thank you for your patience.

By "necessary permissions," I mean the minimal Azure actions needed to allow linking the subscription for Pay-As-You-Go without full Contributor access. These include:

"Microsoft.PowerPlatform/accounts/write",

"Microsoft.PowerPlatform/accounts/read",

"Microsoft.Resources/deployments/*",

"Microsoft.Resources/subscriptions/resourceGroups/read"

These permissions are sufficient to register the Power Platform resource provider and deploy billing infrastructure.
