Even when default language is different, some parts of windows stay as the old language

My computer is naturally japanese, however, When I changed my default language to English (through trial and error) some parts of the computer stayed japanese, for example:

Control Panel's titles and descriptions stayed japanese,

or Settings' titles and descriptions stayed japanese but obscure options like the 'web help' area have been turned to english,

    Didnt solve, my system is in english but was portuguese

    Hello, I am Henry and I want to share my insight about this issue.

    It looks like you have successfully changed the language for your user account, but you haven't yet updated the core system defaults that are used for the Welcome Screen and other foundational parts of Windows. So to fix the inconsistency, we need to copy your preferred English language settings to the system accounts.

    1. Open the Administrative Language Settings:
      • Press the Windows Key + R to open the Run dialog.
      • Type intl.cpl and press Enter. This will directly open the "Region" settings window.
    2. Navigate to the Administrative Tab:
      • In the window that opens, click on the Administrative tab at the top.
    3. Copy Your Settings to the System:
      • Under the section "Welcome screen and new user accounts," click the Copy settings... button.
      • A new window will appear showing you the "Current user" settings (which should be English) and the "Welcome screen" and "New user accounts" settings (which are likely still Japanese).
      • At the bottom of this window, check both boxes:
      • Welcome screen and system accounts
      • New user accounts
    4. Confirm and Restart:
      • Click OK.
      • You may be prompted to restart your computer. Click Restart Now.

    After the restart, Windows will apply the English language pack to the system accounts, and you should see that the Control Panel, Settings, login screen, and other system components are now consistently displayed in English.
