In Azure, the "Dissociate" and "Associate" options for Public IPs are often greyed out for certain resources like: Virtual Network Gateway, Azure Route Server
This is by design, because these resources are tightly coupled with their public IPs during creation.
Possible workaround would be to create new IP and recreate the resources.
- Unfortunately, you must delete and recreate the Virtual Network Gateway or Route Server with the new public IP.
- During creation, select the new public IP.

Note: This process involves downtime, as deleting and recreating the gateway disrupts connectivity. Microsoft recommends planning this change during a maintenance window.
