Database is down due to platform issue for second time in less than a month, this time I can't restore it

For the second time in a month one of my databases has stopped working due to a platform error.
Last time I managed to fix it by changing its compute option. This time it hung on the upgrade and now it's stuck in a permanant updating state.
"The server is currently in 'updating' state. Please wait for the operation to complete. You can refresh to check status. Reach out to Microsoft support if the operation is taking too long."
Before anyone asks:
Database restore did not work
Restarting did not work
Nothing had changed in the database at all except for regular updates
