Setup user on Azure that has a visual studio subscription. email on Microsoft tenant works fine, but unable to add the Synectic organization access to their account.

Could you please link the Microsoft Entra ID to Azure DevOps by navigating to Azure DevOps -> Organization Settings -> Microsoft Entra ID.
And then try adding the user and let me know the update.
