Having Difficulty Making A Developer Account

Hello, I'm trying to sign up for a Microsoft developer account and I get all the way through and right when i hit the accept and continue button, this message pops up. Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked. If you require further information please reach out to Microsoft support with reference number: 715-123225. Now this wouldn't be too much of a problem except for the fact that it will not allow me to create a ticket with support since I dont have a workspace associated with my account.
