Based on the description you posted, it seems that you have an issue with Surface laptop Go 2 wherein You tried to connect the Surface pen with no clip, and it did not connect. This may be caused by the capability issue on the pen to the device.
Just to set you an expectation, we checked the specification on the device. The Surface Laptop Go 2 does not support Pen input. Because it does not have a touch screen that can detect pen input.
