Monitor static and flickering

I am using a Dell se2717h/hx with my Surface Book 2 with a usb-c to hdmi connection.

When I plug in a mac, the moniter works perfectly. 

However, with my Surface Book 2, there is a very thin layer of static that is only really visible in front of dark backgrounds. 

Periodically, the monitor turns black for about one second.

Throughout use, the monitor will flicker. The flicker is a very quick moment where the bottom third of the screen seems to be formatted differently.

This flickering is usually tolerable, but when I flip the screen on my Surface Book (to take notes with my pen), the flickering is constant. 

My drivers are fully updated. 

Does anyone know why this might be happening? Thank you :)

    Hi Max Bonzulak,

    We're sorry for the inconvenience this has caused you.

    What is the current OS version of your Surface Book 2? Are you using just an adapter to extend the display of your Surface device to external monitor? Have you tried using a different cable to connect these devices?

    To initially troubleshoot this issue, I'd like you to clear the display cache of your Surface device by following solution # 3 from this link>>https://support.microsoft.com/en-us/help/4023496/surface-troubleshoot-connecting-to-a-second-screen and please check if the adapter you're using is what Microsoft recommends.
