SharePoint 2019 - Open in Explorer - This Folder is empty

SharePoint 2019 on premise.

I am unable to view the files in a library when I click "Open in Explorer". I've tried on a range of different libraries. The documents library has one document that is 10 letters long. The masterpage library shows empty. The style library has 28 documents that SharePoint placed in there. I cannot see anything.

-I am the SCA, so permissions should not be an issue
-The documents in libraries do not have long names
-There are no librarys with more than 50 documents.

What is the problem? I was also getting prompted to download onedrive. I tried that and unless I sync the folder nothing shows up, and the masterpage library does not appear for download.

    Please follow below tips to troubleshoot the issue.

    1.Go to server manager -> Add roles and features -> Install the WebDAV Redirector feature -> Restart the server. Then go to windows services -> Start the “WebClient” service.
    2.Make sure that there is no special character in the file names.
    3.Try to use another user account to open documents in the explorer.
