Update:
Caps+FN turns FN Lock off if it's already on.
A long-press CAPS+FN appears to turn the lock back on.
I'd still like to disable this, but since this seems to be a hardware level control I'm not expecting it to work.

The mouse and keyboard center supports this keyboard and has a toggle switch for the Fn Lock.
Fn Lock ON means Fkeys operate as Fkeys; Fn Lock Off means these largely stupid shortcuts take precedence.
This software controller Fn Lock is fine unless you press Caps + FN simultaneously, which appears to switch off Fn Lock, but won't switch the Fn lock back on. When I re-open the keyboard mouse page, the switch has flipped.
With my keyboard layout, I am occasionally pressing Caps + FN and it blows up the Fn Lock.
I would just remap Right Alt as PgUp and Emoji Button as PgDn but Right Alt doesn't return a key code that sharp keys can recognize.
On a 2022 Thinkpad X1 Nano - updated Win 11
The thinkpad has its own FnLock hardware button which works fine and does not appear to be switching or affecting the bluetooth keyboard
The question:
Is it possible to delete the Caps + FN hotkey and create an un-defeatable FN Lock?
Alternatively, can the default behavior of the Fkeys be switched? (this is because the default condition is OFF which is not the default condition I'm trying to achieve.

Thanks for reaching out to Microsoft Community. I truly understand how important this set up for you.
However, the keys that you can customize in the Microsoft Mouse and Keyboard Center are the only hot keys limited to its feature. With that being said, the default behavior of the Function keys might no longer be switched.
If you really wish this particular set up, I'd recommend sending this suggestion on the Feedback Hub. See Send feedback to Microsoft with the Feedback Hub app - Microsoft Support for more details.
