Unable to complete due to service connection error - Azure AD

I was follwing the steps in the title "Add an allow list" in https://learn.microsoft.com/en-us/azure/active-directory/external-identities/allow-deny-list As listed in steps

1.Sign in to the Azure portal.

2.Select Azure Active Directory > Users > User settings.

3.Under External users, select Manage external collaboration settings.

I cannot perform the 3rd step, An error pops up like this

    Since jan 3 -2022

    Can not open Azure AD, users. I get message - Unable to complete due to service connection error. Please try again later.

    Same message on all browsers, I have a different machine on the same network that works fine.

    I clears all cache, reset Edge to defaults. Problem still happening.Any suggestions?

    Can you try refreshing your browser to see if that works, or even restarting your browser? I was able to follow the documentation steps for "Add an allow list" using Edge and didn't have any issues.

    I have the same problem but the solution to restart the browser or use another browser does not work. I also tried to create a new acc using another email-address but getting the same problem.
