IIS Admin service will not (re)start aftr SSL cert updated

We updated our SSL cert successfully e thought. After a server reboot days later the IIS Admin service fails to start with errors -2146893818. This seems to indicate removing and installing the IIS role. this is a RDS 2012R2 server and removing the role means removing all RDS and having to set everything back up from what I see. Is there another way around this? the C23 key has required permissions for System and local Administrators of Full Control. I went into to IIS and bound the cert to the default web site after installing the cert in the Computer account / personal node. Not sure what else to do?

    Rebooted - yes.

    System Log - The IIS Admin Service service terminated with the following service-specific error:
    Invalid Signature.

    Let me look at process monitor

    And restoring the c23 key file manually from backup?

    I know that this reference article is mentioning to repair the metabase component (as you mentioned, linked to the RDS stuff...)

    But does it work to repair part 1 only (not reinstalling the metabase component, as the RDS part might be cumbersome for you...)

    How about removing/reinstalling just the IIS6 metabase compatability feature.

    If your sites are working and you can try it on a clone, that should be easy.
