I am having the same issue if you find any solutions please let me know. I had a broken screen and after replacing the screen and before gluing it down the touch and pen worked fine. But once the updates hit the touch and pen stop working. and i done restarts and replaced all the firmware and nothing. i also have the same looking human interface as you. this is sad because i love my surface pro 3!!! i hope theres a solution to this soon.
Surface Pen don't write, missing Intel(R) Precise Touch Device
In the beginning I would like to underline that I went through plenty of this kind of subjects in Internet (including MS community) and none of all tips helped (batteries, updates, deleting of devices in Device Manager, including UEFI and complete format of Surface Go).
Problem is that tip of Surface Pen(s) model 1776 is not working, but "ereaser" and buttons works perfectly.
Older version of Pen for surface 4 (which I could borrow) works perfectly.
I would say that above facts close subject (damaged Pens 1776 - it may be possible, unfortunatelly I have 3 Surface Pens and none of them can be replaced by MS - checked), but there is another thing - in almost all posts there is a tip about Intel(R) Precise Touch Device which is not visible at all in Device Manager.
I wanted to update drivers but on MS site link to Surface Go WiFi 18363 drivers file is broken. I've tried older version but Intel(R) Precise Touch Device didn't show up. How it can be that this device is not visible?
Is it possible to force firmware update of Surface Pen?
Is there anyone who could propose something new in this subject?

I have seen your name many times in this community addressing trying to help people address this issue; thank you for your very kind efforts.
This problem however, with the "Intel(r) Precise Touch Device" saying "This device cannot start", has been a problem since February and it has clearly broken many peoples machine, including mine. It is still not fixed by MS despite recently issuing another Surface update.
This is not a hardware issue. Months ago I rolled back the updates and got the touch screen working again so I don't believe it hardware. And nobody wants to turn in a brand new machine for a refurb.
Who at MS can be contacted about this?

I don't have a Go so I cannot check. I can tell you that on my Surface Pro 3,
there is also no Intel Precise Touch device (but my pens work on it). -

1) How about the Surface Pen Integration device, does it show under Human Interface Devices?
Yes, it does and I've reset this device several times
2) In Device Manager, try to select View on top then choose Show hidden devices. Check then if Intel(R) Precise Touch Device shows up under Human Interface Devices.
I've done this before, and once again - no effect - it doesn't show up
3) Please run also the Surface Diagnostic Toolkit and see if it helps.
I've done this two times, no effect, no problems identified and didn't help.
4) Perform an In-place Upgrade with Windows 10
I've switched to normal Windows 10 edition over year ago. Recently (because of Surface Pen) I reset Win10 without keeping anythig - it didn't help. Now I'm upgrading to Insider Preview (fast ring) if it doesn't help, I will perform "In-place Upgrade" and let you know.
If you have any other ideas, please share :)
Edit: Today was realesed a new set of drivers and firmwares for Surface Go Wifi, I've installed it but it didn't make a difference - Pens still dead, only old Surface 4 Pen works (model 1710).
