Where is the Bluetooth stack for Windows hidden on Microsoft's webpage?

We have a bunch of domain PCs where Windows update is blocked, Updates are fed through our servers instead. Because Microsoft has a way of pushing bad, buggy drivers through their update system, which causes breakdowns and downtime, we rightly have that blocked by group policy as well.

Now, when we have a Bluetooth device we want to install on a machine that did not come with Bluetooth, we can't as the Windows 10 Bluetooth stack is not built into the Windows 10 install image like it should be. We can install the Bluetooth device with drivers we found online, but Windows 10 does not show the Bluetooth service, nor does it have the Bluetooth functionality in its new control panel.

This is similar to the problem we are having with the Windows IME, so every time we have thoroughly tested and try to update to the new build of Windows 10, The language files, dictionaries and such which allow the IME to actually work have to be transplanted from a non-domain device with the same build. IME should have been built into the Windows 10 image from the get-go, not exclusively downloaded through windows update. As a result, those of us who speak more than one language are shot in the foot on every major update because we can't get at the installation files we need to.

Where can I find offline installers that will permit the proper installation of the Bluetooth stack, for the 1909 and later builds of Windows 10?

    You could add your Bluetooth driver in to Windows image by the following method

    There is not a Microsoft website to download bluetooth stack for windows 10, you need to search suitable Bluetooth stack for your device on manufacturer website.
