Edge for Business IE Mode - do I need to Enterprise Mode Site List

Our organization is looking to standardize our corporate browser to Edge for Business as our default browser, however we have one web application that still relies on an ActiveX control. To get around this, we are looking to implement IE Mode in Edge via GPO to get around the ActiveX requirement for our legacy web application.

The web application that we wish to enable IE mode in Edge is locally hosted. Since it is locally hosted, I am interested if we still need to add the site to an Enterprise Mode Site List policy using the Enterprise Mode Site List Manager. I thought I read somewhere that you only need to enable the Enterprise Mode Site list if you need to mange IE mode legacy websites that are outside of your domain.

    If you enabled Send all intranet sites to Internet Explorer policy then all intranet sites will get a load in IE mode in the Edge browser without configuring the Enterprise mode site list.

    IE mode can be configured as for all sites in the Local Intranet zone. You can remove individual sites from IE mode using an Enterprise Mode Site List.

    If you don't want to load all the intranet sites in the IE mode or want to set specific document mode or enterprise mode, other settings for any specific site then you need to configure the Enterprise mode site list.
