Provisioning App Service Environment with plan takes hours

We're starting to provision an App Service Environment (ASE) and plan to experiment with some functionality. Some applications are already deployed in normal multi-tenant plans, but we need to migrate off those.

We've provisioned a new ASE, but that took at least 2 hours, then provisioning the first plan on that ASE took even longer. The portal says the ASE is currently "Scaling", but I have no way to check the progress of that, or know if something has broken.

Is this performance for provisioning expected?

Region is Australia East, btw.
