I have exactly the same issue
Surface Pro 4 display problems
Hi, well I have a problem with my laptop, since the last week half of the display has been moving -shaking- uncontrollably ,it seems like fuzzy and I cannot concentrate with my stuff.
Sometimes all the display shakes, and the laptop starts to work too slowly.
Please tell me how to fix this. The laptop is from the US and I live in Mexico. It is hard for me to travel , so I'm asking you, where can I go ? Obviously here in my country...

2017-11-14T18:29:05+00:00 Hi Jasmine,
Regarding my SP4 I7 256GB (16) [model TH2-00001], purchased 18 Jan 2016:
I have had no problems with it and have not dropped or otherwise abused it. On 12 Nov 2017, it started the screen video jitter problem. I have done all the updates; tried lowering resolution, updating the graphics card driver, etc.
The jitter only stops when the mouse or touchpad are used to move the pointer.
Please help as the wax on, wax off is tedious.

2017-11-11T01:12:31+00:00 Hi Barb Bowman,
Yes, I think it is the same problem, and I'm having it too.
Somehow, the only working solution for me is making the Task Manager visible all the time. Besides having 88 pages of users having the same issue, the only usefulness in that thread is about sharing the same frustration.
The Microsoft must stop complaining about Consumer Reports pulling its recommendation on Microsoft Surface line and start to solve the reasons/issues behind this decision.
