How to make touch keyboard pop up automatically?

With a surface pro 7, the touch keyboard does not automatically pop up when selecting a text field. I have to manually open the on screen keyboard every time, which is an incredibly annoying waste of time. 

I have tried the following things:

Turning tablet mode on and off

Changing the setting "show the touch keyboard when not in tablet mode...."

Detaching and reattaching keyboard

Updating drivers/ windows (problem was present both before and after)

There are many forum posts about this, dating back to five years ago and beyond. How is this still an issue?

    If it does not appear automatically the following may help.

    you probably want to have the touch  keyboard icon show in the task tray: right click/tap and hold a blank space on the taskbar and check the item Show Touch Keyboard button. At least it will be easier to invoke..
