I have an 57214-autounattend.xml AutoUnattend.xml file that runs successfully to set up my reference device. The only problem is when I try to access the display settings I get the error: "ms-settings:display – This File does not have a Program Associated with it for performing this action." I can fix it by removing the component <settings pass="oobeSystem">, <component name="Microsoft-Windows-Shell-Setup" but attempting to remove individual properties to track down the issue produces an error "Why did your system restart" when ends in an endless reboot cycle. Is there anything in the answer file causing the problem or is something missing? To duplicate the problem I took an original Windows 10 Enterprise 1809 and added the answer file to set up my system
Nothing obvious from your answer file. From time to time, I have ran into a corrupt answer file problems similar to your issue. The simple solution has been to simply recreate the answer file.
Who is the video card manufacturer?
I have recreated the section that is causing the problem but the problem still exists. The graphics driver is Intel. The setting SkipMachineOOBE is causing Settings not to be installed. See response below.

In case you didn’t, there’s a big chance installing Windows Updates fixes your problem.
To install latest updates, you could run Windows Updates.
Also, resetting the cache of Windows Store has a high success rate on fix this problem.
Follow these steps:
Click Start and start typing WSReset.exe .
Click WSReset.exe and press Enter.
Wait for the black Command Prompt to disappear. A new Windows Store window will open automatically.
Close the Store window and then try to launch the personalization settings again.

The Windows store is disabled in this answer file. However an update is performed after installing the OS. Several updates are installed.
I found that the setting SkipMachineOOBE is causing the Windows 10 Settings (including display) to be removed. However I needed that setting to allow FolderLocations to be set to redirect the ProgramData and Users folder to the D: drive. Without that setting I get in into the "Why did my PC restart" loop. I need to send those folders to D: because I use the write filter to throw away changes to the C: drive upon reboot. Is thing else I need to do to redirect those folders?
