Azure VM v Azure Virtual Desktop

I would like to create a VM which can handle up 5 or more concurrent users with Bastion to secure the VM. The VM would contain Power BI Service. I wanted to know if Azure VM or Azure Virtual Desktop which is better suited for this use case.

Both can probably help and fit the needs.

However, if you know you're requiring only 1 application for a fixed limited 5 users - I would more go on 1 unique virtual machine where you can adapt the required RAM/CPU resources that you will need for your 5 people. It will be faster to configure and deploy. Especially, if you know that you can do "concurrent" scenario (and not a 1 VM).

By default, you can have 2 RDP sessions opened at the same moment on a server. So, you will probably need CAL RDS licences to cover your 5 collaborators. More details.

The previous solution is still valid even for 10 users. If your VM is created in Azure, you can for example start with a small/medium VM and if you need more resources in terms of RAM/CPU because performances are not OK, you will just need to stop the virtual machine, re-size vit, and restart it - so very easy.

After going on Azure Virtual Desktop or creating your own RDS infrastructure with IAAS VM on Azure is up to you. Do you want to manage the infrastructure : if you deploy the RDS Server manually, you will have to configure it, add the RDS licences, OR do you prefer something "as-a-service" - in this second case Azure Virtual Desktop can be better.
