The site is indexed, but does not want to participate in search

Hi everyone.

I have a site ***link removed*** that is indexed well, but for some reason is not participating in search. I know from experience from my other sites that if the site is indexed in bing, it likes the content.

However, there is one problem and in the console writes - "Your site lacks inbound links from high-quality domains". Can the site not participate in the search because there are not a lot of links to the site?
