BGBISAPi.msi fails to install

I have upgraded to 2006 and the BGBisapi.msi fails to install the SMS_Notification service. We have a single site server, the primary server, the only other roles we have installed on other servers are distribution points. The software is installed on the D: drive. The main error in the logs is not enough disk space and from the logs the install exits on error code 1603. There is 25GB free on the D: drive. I have edited the installuti.exe and regsvcs.exe config file as detailed in other forums. I have uninstalled and re-installed the Management Point Service. I have edited the MSI file to remove the disk space check and run the edited msi file manually, this runs through and says it has installed succesfully, however the notification service is not installed and the Component service still tries to run the install, with the same error in the logs.
This appears to be an ongoing issue for a number of years now.

    We could rename the 1033 folder which located SMS_CCM to check if the issue could be solved.

    Having edited the MSI file to remove the disk space check, the installation of the BGB server goes through, says it has been successful (this in the bgbisapimsi log file) and then the setup is aborted and rolled back, the install of the BGB web site then fails, and then the logs say the install of the BGB http proxy has been successful, nothing has changed though, clients are still in an unknown state and we cannot run scripts on clients. I think our only option is to raise a case with MS Support.
    Thanks for changing the TAG, I had no idea what TAG to use and that one makes no sense to me apart from the CM in the middle.
