My laptop is at the 1909 level. Windows Update still says level 2004 is not ready for this laptop. What is the reason ? Today's date: 01/18/21.

I'd check the pc manufacturer's site for ROM bios, firmware, chipset and driver support pack updates. Lastly you can download the latest edition here.

Before using the steps to perform a manual update, you should first consult the Windows 10 2004 Health Dashboard and make sure there are no known issues blocking the update.

The best option I can recommend you is to upgrade to latest version, i.e. 20H2. This is because Microsoft no longer offers V2004 ISO file on official site.

Check if any of known issue relates to you.
If no issue is related to you, upgrade to V20H2 via ISO file.
