After refreshing my excel data, my bing map is only plotting 25% of the locations from your State/Province data with high confidence. I retyped missing states to make sure spelling was correct. I shortened the data range to make sure I was not looking at too much data (looking at 3 US states and 1 Canada province, I only plotted 50%). States and Provinces are in alphabetical order.

Have you reached out to the Excel Team/ Office 365 Support? Can you provide a sample dataset that shows the issue? Please post your sample data and a screen shot in the Excel Forum as that is where the Excel team can support you.
I have the same issue with a map of the US. Only 50% will plot. The rest show 'no data'. I tried the link above but it does not solve the problem I am having.
