First, I have a Windows 11 pro key, which I bought and have been using the pro version. I reinstalled Windows 11 to the home version. How can I go back to the pro version? I am at the Dev channel.

This is a generic key. It will upgrade your windows to pro. It should self-activate once pro is installed as long as this device was activated previously with pro.
When you do a clean install, usually on laptops, windows does not give you the choice of what to install unless you use an ei.cfg file. It installs whatever version is embedded in the hardware.
You could also create a W11 ISO using only the Pro version to avoid Home being installed.
