This error message occurs as soon as I try to use Settings > Personalization in safe mode.

Interestingly, I can't reproduce it on 25284 VM
Please confirm Snipping Tool is not working in safe mode.
Snipping too is not working in Safe mode, but you can print the whole screen and then you will find it in the screenshots folder.
I just open Settings and select personalization to get the overrun, solid on any machine and any build.
