after renaming an azure ad admin account the user can no longer disable the sign in for other users. It was changed only the surname and email accordingly no role have changed no permission have changed - another user with the same level of access is working fine

    Well any particular error? Did you try performing the action via PowerShell or the Graph API as well, do they fail too?
