Can't install SQL SERVER 2019 due to error code -2068054016 a previous installation required a reboot of a machine

laptop spec: AMD Ryzen 5 ram 8 gb

After restarted the laptop and repeated the whole setup process, this error code still pops up.

    May I know which installation type you selected when installing SQL Server 2019?

    I had this issue as well. I rebooted and still got the error. I dug down into the install log of the component that failed, and noticed that it complained about pending moves. I then used PendMoves from SysInternals to see if there were any pending file operations. Sure enough, despite the recent restart, there were still pending file operations. So I restarted again, and checked with PendMoves that the list had cleared out. This time the list was empty, so I retried the SQL Express Installer. That went through. So if you have this problem, it's worth checking with PendMoves if there are outstanding file operations. Sometimes an operation does not clear out due to errors, and you may have to try to fix it manually.

    I consider this a bug in the SQL installer. It really should not block the installation just because there are pending file operations, so long as those file operations are not related to SQL Server/Express.
