Switching from Dev to Beta

I'm trying to switch back to Beta from Development. When I go to the "Windows Insider Preview Downloads" page it says "To access this page, you need to be a member of the Windows Insider Program. It then says I must sign in but I'm already signed in and see my name and account in the upper right. I can't see any downloads much less the download I want...In-place upgrade with Windows Insider Preview ISO.

What am I doing wrong?

Dev builds 26120.xxxx are ahead of current Beta builds 22635.xxxx and only way to go back to Beta is to do clean install of public Windows 11 v23H2 and rejoin to Beta channel.

Some times when you go to that page you have to click browser refresh button to see downloads, but I don't see Insider badge on your profile. Are you register your account to Insider Program?

As already mentioned you have to do clean install, In-place upgrade doesn't help to downgrade to lower builds.
