- Restart Backgroud Intelligent Transfer Service;
- Restart Windows Update service;
- Run the troubleshooter.

after updating Windows 11 preview from build 25163 to 25169 I experienced the issue stated in the title. Then I rolled back to 25163 and Windows Update worked correctly. Finally installed the latest build 25174 and the problem appeared again.
I tried the following methods in order to solve:
Actually I can bypass the issue by using "PSWindowsUpdate" module for Powershell, but I would like to make the regular service work correctly anyway.
So any suggestion to solve this?

- Stop the BITS, Cryptographic, MSI Installer and the Windows Update Services; delete "SoftwareDistribution" and "catroot2" folders; and restart the services.
- Running Windows Update troubleshooter: it stucks at "checking for pending restarts".
- Restart the system.
- Try a clean boot.

Try Doing BIOS reset
