Various Insider Preview / Admin issues.

I'm dealing with a few issues right now, and I'm not sure which of them are related, so I will detail them here:

  • I am unable to access various Windows apps and get a message that says "An Administrator has blocked you from running this app." This pops up any time I try to open apps such as Device Manager or run gpedit.msc
  • When I check to see if mmc.exe is digitally signed in PowerShell, I am getting a NotSigned status message.
  • I am unable to update to the Windows 11 Insider Preview build and am receiving a message that says "The PC must secure Secure Boot". I have already enabled Secure Boot in my bios and reset Secure Boot keys to factory but I still get this message when attempting to update.

The reason I need the newest Insider Preview build is because VirtualBox has stopped working on my machine due to my previous Insider Preview cert expiring. I use VirtualBox to run an ubuntu environment for development. I ran a full virus scan using Windows Defender and there was nothing found.

PowerShell NotSigned message:

PS C:\WINDOWS\system32> Get-AuthenticodeSignature "C:\Windows\System32\mmc.exe" | Format-List

SignerCertificate :

TimeStamperCertificate :

Status : NotSigned

StatusMessage : The file C:\Windows\System32\mmc.exe is not digitally signed. You cannot run this script on

the current system. For more information about running scripts and setting execution policy,

                     see about\_Execution\_Policies at https:/go.microsoft.com/fwlink/?LinkID=135170

Path : C:\Windows\System32\mmc.exe

SignatureType : None

IsOSBinary : False

Any suggestions for what I can do to fix this issues, and if they are somehow related?

Thank you,

Calvin

Version Dev (OS Build 21390.2025)

This build is expired. You need to either move forward to Windows 11 (either build 22000 in Beta/RP, or 22494 in Dev), or back to Windows 10 (build 19043/19044).

Thank you, Johnny. It seems my CPU isn't supported for Windows 11, which is surprising to me:

The processor isn't currently supported for Windows 11.

    More about supported CPUs

Processor: Intel Core i5-7600 CPU @ 3.80 GHz

So is there a way for me to go back to another version of the Insider Preview Build that is certified and will work with my system that you are aware of? I basically just need a certified Insider build that will allow VirtualBox to work (and I don't really feel like buying a new CPU, as this one is plenty powerful for what I need to do).

    Hi Calvin,

Technically speaking, you would have to go to 19043/4 via clean install.

There are of course ways to get around this cpu block. Do a search for "bypass windows 11 cpu check", simply a few registry entries and you should be able to install W11.

Note: This would get you to W11, but you will not be able to join Insider Dev channel. Build 19044.1348 will only allow you Release Preview channel. Good luck.

    Regards,

I was aware that the certificate has expired (which is preventing me from using VirtualBox) but I am unable to update to Windows 11 and I am getting a message that says "The PC must secure Secure Boot" when attempting, even though it has already been enabled in my bios. This part of my issue may not even be related to windows, so I understand if this is not something this forum can help with.

I think you may be saying that the reason for my other two issues is simply because my build has expired, which is helpful for me to know so thank you.
