Insiders are volunteers, we don't get paid to participate.
Unless your country has laws against Microsoft, if you use Windows you should be able to join the program. -

Please read the agreement carefully. Too many people jump in the program totally unaware of the potential for personal files or data loss should something go wrong.
Microsoft Windows Insider Program Agreement
"Our Program gives volunteers (Insiders) the opportunity to test-drive experimental and pre-release software on your devices and participate in the Program—for free. We welcome your feedback to help us improve and make Windows an even better product for everyone, so we are excited to hear what you think!"
Beware that "for free" doesn't mean you get a free copy of Windows. You must have a legally activated copy of Windows in order to join the WIP.
