highlight tool in microsoft edge

Question

I am using a Microsoft Surface tablet, and I like using Microsoft Edge to annotate PDFs.

It's great, but when I turn on the highlight mode, I can't scroll with touch screen. Whenever I try to move around the screen, it highlights instead. So I have to scroll with the trackpad, which is quite inconvenient, especially when I'm travelling. Is there any way I could disable draw with touch for the highlighter, just like the pen and eraser tool.
