I have many tab groups that I want to organize is it possible to put tab groups into groups (Like folders in folders on the bookmark bar)?

Yes, in case you are using the latest version of the Microsoft Edge, then you may right click on the tab and you have option called Add tab to new group and you may add other tabs to the same group and also create new groups.
