How can I get rid of the annoying shortcuts at the top of the page like E Bay, Car Deals, Wayfair?

Top of the page? Quick links, as they're called, are usually seen below the search box. Not everyone sees exactly the same on the new tab page, but on mine I have these settings, accessed via the gear icon in the top corner:
Turning Off Show promoted links will remove the ones I think you're referring to. Alternatively, you could select Off from the dropdown next to Quick links to remove all of them.
