For this issue, I have done the test in my lab. I create a administrative template to enable "Automatically configure profile based on Active Directory Primary SMTP address" and assign to my usergroup. Then I use the account in usergroup signing in the win 10 device and open the Outlook. I find that the account is Automaticly filled.
From your description, the profile it says "Not applicable". To clarify this issue, could you please get the screen shots of this?
