I have multiple windows computers on my account. All are synced. Recently one of my computers lost all it's passwords. I have tried multiple times to get them back. The other computers are fine. If I import them from a CSV file created on another PC I get a message that it is dome and a green check mark but there are no passwords. I keyed in Edge://sync-internals and can see an error message on the far right side in the green shaded section under Passwords. Edge will not offer to save passwords on this computer either. Update to issue of one computer not syncing passwords.
I turned off my AVG Security and edge synced, all is working now
The error message in the sync-internals screen (screen that pops up after typing is this edge://sync-internals/) also disappeared.
This conflict with AVG started after a recent Edge Update. If it becomes unstable again I will report back.
Thank you very much for your acknowledgment, but it seems that my solution is indeed wrong.

Uninstal currently installed edge browser. Download the edge with chromium for business edition in .msi format and install it.

I understand you are having issues with Edge not being able to sync or import passwords.
It could be a problem with the file that holds the login information, you can try to find both files and delete them. Login Data and Login Data-journal
These two files are located in C:\Users\Username\AppData\Local\Microsoft\Edge\User Data\Default
Username is modified according to your username.
