We have a newer build of Microsoft Edge, and I want to see if the latest build solves this problem.
- Click on the three dots menu button.
- Go to Help and feedback.
- Click on About Microsoft Edge to get the update.

I'm using Edge with Version 94.0.992.47 (Official build) (64-bit)
The function "Move tab to another window" doesn't work properly.
It will move the tab to the window I last visited instead of which I specified.
The scenario is:
Suppose there are 3 windows WindowA, WindowB, and WindowC of Edge.
Step1: Visit WindowC first
Step2: Now visit WindowA and stay on that window.
Step3: Right-click on a tab in WindowA and choose "Move tab to another window" with WindowB as the destination.
Step4: The tab will be moved to WindowC instead of WindowB.
This is not a desired result.

Okay, I replicated your example here, and really what happens is that the tab always moves to the same window, regardless of the option chosen.
Remembering that you can hold over the desired tab with the left button and drag to another page to move the tab.
I'll leave some possible solutions with Edge:
-Solve Edge Problems:
Click on the three points of Edge> Settings> Reset settings> after restoring, just below click About Microsoft Edge to keep everything up to date. Test and see if it resolved.
Some problems can also be caused by extensions, click the three dots>extensions>and remove all extensions. Do the test.
If it doesn't, clear the cache, using Ctrl+H > click on the three little dots > clear navigation data > time interval, From start > select all options > Clear now.
Take the test and see if it resolved.
If necessary, access:
https://www.microsoft.com/en-us/edge
Scroll down and click Download for Windows, proceed to reinstall Edge.
If it doesn't fix the problem, this might be a small bug you discovered, so you need to send your comment to the developers, use the Shift+Alt+i shortcut in Edge to give your feedback, this is important.
