Change file:// to https:// in html.

I am a programmer and I want to change my file:// to https://

I tried to create a htacces file and redirect it there but it dont work.

I tried to do it with php but it didnt work

I want it to be a private https:// and as a file not a site.

But I dont want to get a ssl cerifacate.

Any help will be good u guys!

    https simply cannot work without an SSL certificate on the server side.
