    Based on your description, this issue won’t occur when opening Excel in safe mode.
    I think your issue is related to startup items or add-ins.

    You could try the following to check this issue.

    1. Move the files in C:\Users\<User Name>\AppData\Roaming\Microsoft\Excel\XLSTART to another location temporarily, then check if the issue still exists.
    2. If it doesn't work, please go to File>Options>Add-Ins. Towards the bottom of the window, where it says Manage, select COM Add-ins, click Go. In the dialog box, uncheck the add-ins to disable them.
      Then close and restart Excel to see if the issue is resolved.

    Any updates, please let me know.

    @Trae Norsworthy

    Did you uncheck the Analysis ToolPak and Analysis ToolPak-VBA add-ins in Developer>Excel Add-Ins?

    Do you mean that you could not find Microsoft Power Pivot for Excel add-in in Developer>COM Add-Ins?

    Please go to File>Options>Add-Ins.
    In the Manage box, click Disabled Items>Go.
    If you see the missing add-ins like Microsoft Office Power Pivot, select it and then click Enable.

    More information about missing COM add-in, “COM add-ins are not displayed in the COM Add-Ins dialog box in Excel 2013 and Excel 2016” may be helpful to you.

    after i resolved the blank window issue, the powerview and powerpivot add ins are missing. they were present in the com add ins before. i have tried uninstalling office, deleting all references to powerpivot in the registry, reinstalling. i also tried running the powerview tool. i also tried manually adding the .dll files from c:\program files\ms office\office16\addins\powerpivot. none of that worked. the add ins are still missing. i am logged in as local admin.
