I have a Hotmail account open in Edge.
By opening an InPrivate Browsing window, I used to be able to open other outlook.com accounts.
Now I can open one other outlook.com account and other InPrivate Browsing windows open the same account.

If you open an InPrivate window and log into an account, when you open a new InPrivate window, it is the same session as the other InPrivate window. The session only closes when you close all InPrivate windows/tabs.
You can see that you can merge/split InPrivate windows by dragging, confirming that it is the same session.
If you want to use multiple accounts simultaneously, you can use the profile feature on Edge, when you change profiles, it opens a new window which is a new session for that profile, and, of course, you can use the InPrivate only for 1 account logged in.
Update
Account one open in Edge.
Account two open in Edge InPrivate browsing.
Open a second InPrivate Browsing window. The sign in to outlook.live.com opens the second account.
Sign out from the second account in the second InPrivate window.
Now, the sign in lets me open the third account.

InPrivate browsing shouldn't retain any accounts. Have you tried closing all InPrivate browsing sessions and windows then wait for a few minutes and then try again? If the problem remains, close all then try restarting your PC as it might be a delay in closing the session.
