1).Could you explain your question with more details?

For general RDS deployment, it provides the RD web access for users to remote via the dedicated website shown as below.
Users are also allowed to save the downloaded .rdp file to the local machine for quick launch next time.

2).I assumed that if you were looking for method to open an rdp session to a server from some web pages, you could check suggestions like modifying ActiveX permissions of web broswers.

You should modify the web page to embed remote desktop plugin instead.
