Hi LAURAKERNAN,
Welcome to Microsoft Community.
May I ask whether your browser has installed some AD blocking plug-in or software with this function?
403 error is usually a third-party software intercepts the website data in and out. If you are sure that you have installed software/plug-ins that block ads, uninstall them and see how they work.
If you are not sure whether any of these software is available, it is recommended that you try a clean startup and just run the Load Windows system service to see if you can access the website correctly:
How to perform a clean boot in Windows
Disclaimer: A “clean boot” starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background program is interfering with your game or program and to isolate the cause of a problem.
These steps of "clean boot" might look complicated at first glance. However, to avoid any trouble for you, please follow them in order and step-by step so that it will help you get you back on track.
Your patience and cooperation are highly appreciated. If there is anything not clear, please do not hesitate to let me know.
